fix(config): env-derived consumer app default so /admin/train hydrates and consumer links hit the right host (COA-204, part 3)
- fix(config): derive the consumer app default from the build-time NEXTPUBLICAPP_ENV so SSR and the browser agree (React #418 on /admin/train)
