NA/EU Regionalization Fix List v1: North America fallback, this week's completions, bottom menu labels (dev)
- fix(culture): a market with nothing current is served the default market, never its own stale week (F3)
- fix(culture): count only the served week's completions; drop the weekless merge (F8)
- fix(nav): bottom menu labels no longer lose the tops of their letters (F13)
