perf: culture deep-link seen-mark storm, All Stores rollup-first loader, persisted coach advice (COA-200, COA-203, COA-199, qa twin)
- fix(culture): stop the deep-link seen-mark storm and the caught-up re-marking (COA-200)
- fix(team): read the per-store rollup first and fan out only for stores it does not carry (COA-203)
- fix(train): keep the coach advice for a completed attempt on the device so a repeat visit paints it at once (COA-199)
