feat(feature-flags): operations sweeps card, incl. the feedback repair sweep switch (COACH-PULSE-4J)
- feat(feature-flags): operations sweeps card so an operator can pause a consumer background job, including the new feedback repair sweep (COACH-PULSE-4J)
- fix(feature-flags): load the sweep switches inside promise callbacks, not synchronously in the mount effect
