- fix(culture): format the settings "last updated" label after hydration so /admin/culture stops throwing React #418
- fix(tests): the Docker-gate pin skips when the Dockerfile is not in the tree (unbreaks the image build)
- fix(changelog): format date-only changelog dates in UTC so SSR and the browser agree (React #418)
