Admin "Open Coach Pulse" button opens the wrong environment
In QA and Production, the "Open Coach Pulse" button in the admin application sent users to the Dev app rather than to the matching environment. The button now resolves its destination from environment config.
Impact: configuration only. No schema change and no auth impact.
State: fix in QA.
