Coach Pulse Roadmap

Hey {name|there}! 👋

A master switch, off by default. Publish-time item sync on admin is dormant unless `RECOMBEE_ENABLED=true`. Consumer half is #704, admin half is #358.

**Test (Tier 3):** verified by absence. Publish an item with the switch off and confirm no sync fires.

Consumer #704 / Admin #358 — Recombee made dormant behind RECOMBEE_ENABLED
