Report A Problem And Help & Support Are Off For Launch

The in-app "Report a problem" control and the Help and Support section in Settings are switched off for launch.
Neither was removed — both come back when there is a support process behind them, with no new release needed. The build stamp and Refresh App Data in Settings are unaffected.
